A Pre-Drywall Phase Inspection is  performed just prior to the installation of the insulation and drywall.  This is the best time to inspect the framing and nailing, electrical, plumbing, heating, and cooling ducts is while they are still visible. These primary and safety-critical components cannot be inspected once they are covered up. Left uncorrected, they can result in dangerous structure conditions and expensive repair in the future. Defects can be easily fixed if they are discovered while construction is still under way.

A Final Phase Inspection is a must to have. This check is performed at the end of construction and before settlement. The utilities are on, the water heater, heating / cooling and appliances are installed, along with the walls, ceilings, flooring, windows, doors, electrical fixtures, and plumbing fixtures; the yard is usually, at least, rough graded; gutters, downspouts, and water runoff handlers may be in place.  Virginia Inspection Service inspects these systems and associated components for proper installation and operation.

Uncooperative Builder-Developers

"For insurance reasons, the developer will not allow me to have a pre-drywall inspection.  He claims that if the inspector is hurt, the construction company might be sued."
 Some builders use excuses to prevent buyers from hiring home inspectors and expressing concerns over liability insurance may fit that pattern of avoidance. If the lack of insurance coverage is a basis to forbid access to a construction site, then others would likewise be barred from entry.  This would include sales representatives, material suppliers, engineers, architects, and YOU.  A builder's refusal to permit buyers to hire their own inspectors is highly suspect and cannot instill confidence in the minds of prospective owners. If you have not yet signed a construction contract, add a clause that states you or an inspector of your choice shall be allowed to perform independent project inspections.
